Shelly Silver and ny casino expansion

NYNow's Karen DeWitt had a good interview with Shelly Silver. Silver seems to like the increase in casinos idea, but his moral/ethical concerns are selective. He doesn't want casinos in highly densely populated areas, like his Manhattan district, as it would allow workers to walk to the casino at lunch time, and bet away their rent money. But he doesn't have the same concerns for upstate, as long as the player has to drive an hour to get to the casino. In short, betting, addiction, the danger of going into debt and losing the rent money is ok if it an upstater; and if it brings in state revenue. On this issue he may be supporting the majority of his Assembly downstate caucus members, but he sounds like the late Ed Koch.
